Beijing–Harbin Expressway Expansion Begins Panjin–Shenyang Pilot

What changed

Construction began on September 30 on a pilot section of the Beijing–Harbin Expressway expansion between Panjin and Shenyang. The 129.52-kilometre project, estimated at 139 billion yuan, will run from the Panjin interchange to Shenyang West toll station and begin with trials for wind-deposited-sand embankments and soft-ground treatment.

Why it matters

This is a difficult expansion because traffic must keep moving while the road is widened. About 99 kilometres of the route use wind-deposited sand, making the stability of the old and new roadbeds, and any difference in their settling, central engineering problems.

The pilot will test construction methods, machinery, quality standards and environmental controls before wider work proceeds. It will also introduce shallow soft-ground solidification in Liaoning for the first time, treating soil in place instead of removing and replacing it.

The trial is scheduled to run through May 31, 2027. Its practical test is simple: whether engineers can widen the road without creating instability, excessive settlement or disruption to existing traffic. The project’s final completion date and its eventual effect on traffic have not been established.
