What changed
The China Development Report 2026 was launched in Beijing on September 30 in Chinese and English. Compiled by the Development Research Center of the State Council, it reviews China’s progress during 2025 and the 14th Five-Year Plan period, with five featured studies on services consumption, artificial intelligence, capital-market reform, renewable energy and international assessments of China’s development.
Why it matters
This is more than a yearbook. It is a map of the questions Chinese policymakers consider central as one planning cycle closes and another takes shape.
The report puts productivity, household consumption, finance, energy and China’s place in the world in the same frame. That combination matters because these subjects pull policy in different directions: faster growth, deeper reform, technological development and cleaner energy do not automatically move in step.
The bilingual publication also makes the document available beyond Chinese-language readers, giving outside observers a direct look at how the Development Research Center describes China’s recent progress and challenges. But its recommendations are not, by themselves, government policy. Their importance will depend on whether they are later matched by implementation, funding and measurable results.
