What changed
Former BND chief August Hanning and former BND employee Manfred D have been arrested in Germany on suspicion of espionage, treason and obtaining classified information for a foreign power. Prosecutors allege that Manfred D passed Hanning about 2,000 classified documents for money, and that Hanning used some of the intelligence in dealings with foreign intelligence services.
Why it matters
This reaches deep into Germany’s intelligence establishment. Hanning led the BND from 1998 to 2005, while Manfred D allegedly remained inside the agency until 2026, giving him continued access to highly confidential material.
The arrests also turn a long-running allegation into an immediate courtroom test. Manfred D is due to appear on Tuesday and Hanning on Wednesday. Prosecutors have not identified the foreign powers involved, and it remains unclear whether one intelligence analysis ever reached its intended recipient.
The most serious question is therefore still open: whether this was a breach with limited reach or something that compromised German intelligence over years. The court proceedings should begin to clarify what information was passed, to whom, and how much damage it caused.
