What changed

Vladimir Putin said Russia could use every weapon at its disposal, including nuclear weapons, if Kaliningrad faced a direct Western attack or blockade.

Speaking at the Valdai foreign policy forum, he said NATO’s Baltic exercises threatened the Russian exclave, which borders Lithuania and Poland. NATO rejected that claim and said its activities are defensive.

Why it matters

Kaliningrad is now at the centre of a sharper warning between Moscow and NATO. Russia has accused the alliance of preparing to cut the territory off from the rest of the country, while NATO says no such threat exists.

The timing matters. Poland recently reported that a Russian helicopter entered its territory near Kaliningrad. Lithuania has also reported drones entering its airspace, leaving people there feeling “constantly threatened.” Germany says it is preparing for further hybrid attacks after an explosives-carrying drone was found on the tarmac at Leipzig airport in August.

The immediate risk is not a reported blockade. It is the way each side is defining the other’s actions. Putin said Russia would respond if it faced “aggression,” but the circumstances that would count as a direct attack remain unclear. That leaves room for military activity, border incidents or exercises to be interpreted through the most dangerous lens.

Putin also repeated his broader justification for Russia’s war in Ukraine, saying the West provoked Moscow and that Russian attacks on Ukrainian economic targets responded to strikes on Russian oil refineries. He said those refinery attacks had cost Russia about 1% of GDP.
