What changed

South Korean President Lee Jae Myung has threatened “further action” unless Ukraine publicly apologises for revealing that two North Korean prisoners of war had been sent to South Korea.

The dispute centres on a transfer Ukraine says was not covered by a confidentiality agreement. Seoul says secrecy was requested to protect the soldiers’ families and preserve possible prisoner-exchange options. Ukraine’s Foreign Minister Andrii Sybiha called the episode a “diplomatic misunderstanding” and said Kyiv was working to resolve it.

Why it matters

This is no longer just a dispute over who disclosed what. Lee has cast it as a matter of national dignity and accused Kyiv of trying to provoke conflict on the Korean Peninsula. That language raises the political cost of a quiet repair.

The two soldiers had said they wanted to go to South Korea after being captured while supporting Russia in the Ukraine war. Their transfer put Seoul in a difficult position: South Korea has supported Ukraine, but it does not provide lethal weapons to countries fighting an active war.

Lee also faces domestic pressure. South Korea’s opposition accused him of hiding the transfer to appease Pyongyang after the disclosure became public. Ukraine’s statement that no confidentiality agreement existed has made that criticism harder for Seoul to contain.

The immediate question is what “further action” means. Seoul has not specified the form or timing, while the two governments still disagree over whether secrecy was formally agreed. For now, the clearest path out is the one Sybiha pointed to: concrete diplomatic results before the argument hardens into a broader rupture.
