What changed

Anthropic CEO Dario Amodei called for slowing frontier AI development, citing the OpenAI-Hugging Face hack and rapid advances in models’ ability to build the next generation of AI, according to TechCrunch.

Amodei proposed three broad approaches, including:

  • Embedding independent evaluators from organizations such as METR inside AI companies. They would receive company badges, desks and laptops, with access broadly comparable to internal risk teams, to verify safety commitments and incident reporting. Anthropic said it is unilaterally adopting this approach and urged governments to require it of other frontier companies.
  • Coordinating common safety standards and limits on unchecked AI progress among leading companies in democratic countries.

OpenAI CEO Sam Altman endorsed the proposal and said OpenAI would also use embedded evaluators. SpaceX CEO Elon Musk likewise wrote that Amodei was right.

Why it matters

The proposal would make frontier-AI oversight more operational: independent evaluators could inspect how companies apply safety commitments and whether they report incidents, rather than relying solely on public assurances. Amodei compared the arrangement with regulators embedded in banks.

If evaluators receive meaningful access, they could identify problems earlier and give companies clearer evidence when comparing AI providers. If access is limited by legal or contractual exceptions, however, the system may provide less independent scrutiny than its name suggests. Coordination among competing companies may also prove difficult.

What to watch next

Watch whether OpenAI publishes details of its implementation, whether governments require embedded evaluators across frontier companies, and what access Anthropic gives METR or similar organizations in practice. The key test will be whether evaluators can verify development limits and incident reporting, not simply whether companies announce those commitments.
