What changed

Ethiopian Prime Minister Abiy Ahmed has called on African investors, entrepreneurs and industrial leaders to fund projects that build the continent’s own productive capacity. He made the appeal after the groundbreaking of Kenya’s Lamu Refinery on September 30, 2026, describing the project as a step toward greater industrial capacity and economic sovereignty in East Africa.

Why it matters

Abiy is framing Lamu as more than an energy project. He sees it as a test of whether African capital and businesses can help build the infrastructure that shapes the region’s economic future.

That puts African investors and private-sector leaders at the centre of the argument. External funding and imported solutions may still matter, but Abiy’s message is that they cannot be the whole development model. The lasting question is whether projects such as Lamu create stronger regional industrial links and new opportunities beyond the construction site itself.

The refinery’s financing, timetable, capacity and prospects for completion remain unclear. For now, its clearest significance is political: it has become a public symbol of the ambition to build East Africa’s industrial future through continental participation.
