What changed

A forum on refined, coordinated and sustainable urban governance was held on October 12 at Beijing’s National Convention Center as a parallel session of the 2026 Beijing Reform Forum.

The Chinese Academy of Social Sciences University and Beijing’s Dongcheng District authorities co-hosted the event. The Capital Governance Research Institute released two studies, Urban Governance Path Exploration, Beijing Experience and Urban Governance Research, focused in part on Beijing’s 接诉即办 reform experience.

Why it matters

The forum put a distinctly practical question on the table: how should a large city respond when governance problems cross departmental lines and residents expect faster, more precise public services?

Speakers and participants from China, the United States, South Africa, Macao, Georgia and Singapore discussed smart-era government, urban resilience, public-service efficiency, public-space management and cross-department coordination. That mix matters because the forum treated fine-grained governance as a system rather than a collection of isolated fixes.

The two new studies give Beijing’s reform model a more formal research record. They may help shape future policy or administration, but the event itself announced no new measures, funding or commitments. For now, its clearest outcome is a shared platform for comparing how cities turn public demands into coordinated action.
