What changed

China says its coast guard allowed Philippine Coast Guard vessel 4409 to transfer one injured person by small boat near Second Thomas Shoal on October 8. The Chinese account says the person came from a Philippine vessel it describes as illegally grounded, and that China provided necessary assistance on humanitarian grounds.

Why it matters

The statement turns a medical evacuation into another sovereignty dispute. China says it facilitated the transfer while accusing the Philippines of misrepresenting what happened, and it again claimed sovereignty over the Nansha Islands, including Second Thomas Shoal.

That leaves the key operational question unresolved: whether the transfer happened without obstruction. What is clear is that even a single injured person moving by small boat became a public test of who controls access around the shoal, with both sides attaching sharply different meaning to the same episode.
