What changed

Palmira 3, a photovoltaic power plant in Colombia’s Valle del Cauca province, has been formally handed over after construction and commissioning by China Power Construction Corporation.

The project is the company’s first completed photovoltaic plant in Colombia. It has already delivered about 40 million kilowatt-hours of electricity, equivalent to two years of use for roughly 10,000 local households, while avoiding about 20,000 tonnes of carbon dioxide emissions.

Why it matters

The handover shifts the project from construction into a two-year period of joint operations. Chinese engineers will continue working alongside Colombian staff, teaching maintenance skills through on-site instruction, training and practical exercises.

That makes the plant more than a finished set of panels near Palmira, about 27 kilometres from Cali. Its operating knowledge is being built locally as well.

The employment figures show how deliberate that effort has been. At the construction peak, the project supported about 160 jobs, with local workers making up more than 97 percent of the workforce. More than 100 families reportedly gained stable employment.

Local companies were also brought into equipment installation, commissioning and logistics. If that cooperation continues to deepen, Colombia will gain not only electricity from the project but a larger pool of workers and suppliers able to support future solar developments. The report does not give the plant’s installed capacity, ownership structure, revenue or grid-connection terms, so the project’s wider commercial scale remains unclear.
