What changed
China’s Foreign Ministry said on October 3 that it welcomes President Vladimir Putin’s attendance at the APEC leaders’ informal meeting in Shenzhen this November. China said it will work with Russia to advance the APEC “China Year,” but did not confirm that Putin and President Xi Jinping will hold a bilateral meeting.
Why it matters
The distinction matters. Beijing has endorsed Putin’s presence at the summit, not the separate possibility of a Putin-Xi meeting raised in Russian media.
That leaves the most politically significant part of the visit unsettled: whether the two leaders will meet, and what they might discuss. China did, however, describe high-level diplomacy as a key political guarantee for stable China-Russia relations, signalling that it sees leader-level contact as central to managing the relationship.
For now, the firm outcome is diplomatic welcome and cooperation around the APEC meeting. The bilateral agenda remains unspecified.
