What changed

Japan’s Prime Minister Sanae Takaichi used the opening of a 69-day parliamentary session on Oct. 5 to set out an ambitious economic, security and population strategy.

Her priorities are:

  • responsible fiscal policy;
  • stronger industrial and technological power;
  • technology-led responses to workforce decline;
  • firmer national security;
  • dialogue with China alongside criticism of its military activity, coercive measures and human-rights record.

She also reaffirmed the US-Japan security alliance and Japan’s support for international judicial bodies. Separately, Tokyo protested to Washington over the robbery-murder case in Okinawa involving an arrested US Marine.

Why it matters

Takaichi is trying to make Japan stronger on several fronts at once: economically, technologically and militarily. That is a difficult combination when the country is still emerging from decades of stagnation and many households have yet to feel the gains from growth.

Her message to China was deliberately double-edged. She called it an “important neighbour” and promised a “mutually beneficial relationship based on common strategic interests”. But she also said Japan would continue challenging Chinese actions around the East and South China seas, military activities near Japan, coercive measures, the safety of Japanese citizens in China and human-rights concerns.

That balance will matter ahead of Takaichi’s expected visit to China in November for the Asia-Pacific Economic Cooperation summit. The Chinese proverb she used, meaning that determination eventually brings success, may have been intended as a diplomatic opening. Its meaning in Beijing is still unclear.

The speech also showed how closely domestic and foreign policy are now linked in Tokyo. Industrial strength is being presented as part of national security, while technology is expected to help address population decline and workforce pressures. The government has not yet shown which proposals will pass or how they will be funded.

For now, Takaichi has established the direction. The 69-day session will test whether determination can become policy.
