What changed
The Philippines deployed its largest coast-guard ship, the 97-metre BRP Teresa Magbanua, and an aircraft to challenge the Chinese survey vessel JIA HAI KE 7 near northern Batanes on October 1. The Philippine Coast Guard said its ship approached within 100 yards, issued radio challenges and forced the vessel to leave its loitering position after it had remained about 37 nautical miles northwest of Itbayat Island since September 28.
Why it matters
This was more than a warning over a ship’s location. The Philippine operation became a close-range confrontation when a China Coast Guard vessel arrived to shield the privately owned survey ship and issued its own radio challenges.
That intervention is the sharpest new detail. It raises questions about the survey vessel’s relationship with Chinese authorities and about the purpose of any data collected near undersea cable corridors off Batanes and the Luzon Strait. Those questions remain unresolved.
The Philippine Coast Guard said JIA HAI KE 7 had been spoofing its location and repeatedly manoeuvred to evade Philippine boats. Teresa Magbanua was continuing to monitor the vessel as it exited the Philippines’ exclusive economic zone, so the encounter was still unfolding rather than neatly finished.
