Ontario Premier Doug Ford says Ontario will make a limited taxpayer investment in a proposed $45 billion oil pipeline, while private investors cover most of the cost.

The 3,300-kilometre route would run from Hardisty, Alberta, to Sarnia, Ontario, through Saskatchewan and Manitoba. It is designed to carry 500,000 barrels of oil per day initially, with possible expansion to 800,000, and could be built in less than four and a half years.

Why it matters

This is less a funding announcement than a test of whether governments can make a giant infrastructure project investable.

Ford and Alberta Premier Danielle Smith are presenting the pipeline as a public-private venture. Ontario would contribute some money, but the size is not specified. No private lead company, final route, regulatory approval or financing deal has been confirmed.

The intended payoff is a direct crude supply for Ontario refineries, plus construction jobs across four provinces. But private capital will likely wait for clearer rules and incentives. Cenovus Energy executive Jeff Lawson said regulatory stability and financial incentives would be important in persuading investors that Alberta is open for business.

That leaves the project’s next phase in government hands: define the terms clearly enough that private money is willing to take the larger risk. A separate West Coast pipeline decision is also expected from federal authorities, though its timing remains unspecified.
