What changed
South Korea summoned Ukraine’s acting ambassador after President Volodymyr Zelensky disclosed that Kyiv had transferred two captured North Korean soldiers to Seoul.
The soldiers were captured in Russia’s Kursk Oblast in early 2025 and transferred after more than a year of negotiations. Seoul says the disclosure broke an agreement to keep the move secret, while Kyiv disputes that any non-disclosure agreement existed.
Why it matters
This is more than a diplomatic scuffle over wording. Seoul says secrecy was meant partly to protect the soldiers’ families and preserve the possibility of exchanging them for Ukrainian prisoners. The disclosure also left President Lee Jae Myung facing domestic criticism from opponents who accused him of hiding the transfer to appease Pyongyang.
The episode lands in an already sensitive relationship. South Korea supports Ukraine but still refuses to provide lethal weapons to countries involved in active wars. In July, Seoul announced $100 million in assistance, expanding earlier deliveries of helmets, body armour and medical equipment.
North Korean troops supporting Russia have pushed Kyiv to ask Seoul for advanced air-defence systems. Ukraine’s argument is that North Korea’s involvement in the war makes the conflict relevant to South Korean security. Russia, meanwhile, has warned of retaliation if Seoul supplies Ukraine with arms, without specifying what that would mean.
The immediate outlook is a trust problem between Seoul and Kyiv, with the soldiers’ transfer now tied to the larger question of how far South Korea is willing to move from non-lethal aid toward military support.
