What changed
President John Dramani Mahama has announced GHS1 billion in Ghana’s 2027 Budget for a revolving National Housing Fund.
The allocation is intended to be the government’s contribution to a proposed GHS3 billion fund. Mahama said he directed the Finance Minister to make it during a housing-finance conference in Accra on 7 October 2026.
Why it matters
The announcement puts public money behind a housing fund designed to expand access to affordable, decent homes. The important detail is that this is meant to be a revolving fund, so the plan is not simply a one-off construction budget: the government’s contribution is intended to help create a larger financing pool.
That also makes the next steps decisive. Parliamentary approval, disbursement timing, eligibility rules and the fund’s final size have not yet been confirmed. Until those pieces are settled, the GHS1 billion is a budget commitment in the making, not money already reaching households.
