What changed
King Mohammed VI says Morocco will prepare a strategic vision document for its European partners, built around co-development, economic competitiveness and regional stability.
Announced as Morocco’s parliamentary year opened, the initiative aims to set out a method for an equal partnership rather than leave cooperation to short-term political disputes. The message also tied that partnership to mutual respect, rejecting pressure, threats and blackmail.
Why it matters
Morocco is trying to change the terms of the conversation with Europe. Instead of treating migration and other disputes as separate emergencies, the proposed document would place them inside a broader framework for economic and regional cooperation.
That matters most in the relationship with Spain, which Mohammed VI described as valuable but strained by irresponsible statements and manipulation. He also said the existing migration model had reached its limits, pointing to stalled repatriation cases involving unaccompanied minors and people misrepresenting refugee status.
The political wager is clear: cooperation should be practical and reciprocal, not an arrangement in which Morocco is pressured to absorb the hardest problems while European partners set the terms. The next test will be whether the planned document appears with specific commitments, and which European governments are willing to engage with it.
