What changed
Nyeri County has activated its existing Global Guide and Scout City of the World status at a ceremony attended by Governor Mutahi Kahiga and South Korean Ambassador Kang Hyung-shik on October 2, 2026.
The designation, made in March 2025, gives formal visibility to Nyeri’s scouting heritage and its proposed partnership agenda with Korea:
- The Paxtu Museum is a World Girl Guides and Scouts Heritage Site.
- Nyeri has allocated 10 acres for a proposed Baden-Powell Center of Excellence under an agreement with the World Scouts Parliamentary Union-Kenya.
- The centre is intended to support scout tourism, cultural heritage, youth leadership, innovation, skills development and entrepreneurship.
Why it matters
Nyeri is turning a historic association into a diplomatic and economic asset. Lord Robert Baden-Powell, founder of the Scout Movement, spent his final years in the county. His former home at the Outspan Hotel and his gravesite already give Nyeri a physical anchor for heritage tourism.
The larger opportunity is the movement’s reach. Scouting was introduced in Kenya in 1908, and the global network is cited at about 60 million members across 170 countries. That creates a ready-made route for youth exchanges, international jamborees, leadership programmes and cultural visits.
The Korea connection adds institutional weight. Korea helped found the World Scouts Parliamentary Union, whose founding meetings took place in Seoul in 1990 and 1991. Kenyan and Korean legislators have since used the union for exchanges around youth development, education, culture and community service. Nyeri hosted the union’s African conference in 2023, while Kenya hosted its 11th General Assembly in 2025.
Kang’s message was broader than scouting. He pointed to possible cooperation in tourism, culture, education, agriculture, trade, investment and technology, following Kahiga’s visit to Korea in August. That makes the activation a useful diplomatic doorway, but not yet a delivered investment programme.
The proposed centre remains the test. Its financing, construction and opening are not yet confirmed, nor is it clear whether the activation will bring more visitors, exchanges, investment or trade. For now, Nyeri has secured the designation and the land; the next question is whether the symbolism can be built into a working institution.
